| 29 July 2009 The Cabinet of Ministers of Ukraine adopted Resolution №750 dated 17 July 2009 introducing amendments to its Resolution regarding creation of migration service in Ukraine. The Cabinet of Ministers of Ukraine resolved: - To amend Provision 1 of Resolution of 24 June 2009. It now says: “To create (on the base of State department on citizenship, immigration and registration of natural persons - text in bold was deleted) State migration service as an executive central body which would be directed and coordinated by the Cabinet of Ministers through the Ministry of Interior”. - To delete Provisions 2-8 from the text of Resolution of 24 June 2009. Despite the fact that the New Resolution provides for deletion of Provisions 2-8, in fact the new document incorporates many of them in a different order and under different numbers. From old Provisions 2-8 the New Resolution preserves to approve the Regulations on State migration service enclosed and to establish that: State migration service is a specially authorized central executive organ on migration, citizenship, immigration and registration of natural persons. State migration Service is a legal successor of Ministry of Interior and State Committee for Nationalities and Religions, as concerns theirs powers in migration, citizenship, immigration and registration of natural persons (except for counteraction against irregular migration, control over adherence to passport system – text in bold added). In 2009 the funds for State migration service will be allocated from the budget funding of Ministry of Interior and State Committee for Nationalities and Religions. State migration service will together with Ministry of Finance envisage funding for State migration service in the draft State budget of Ukraine for 2010 and further years. To transfer state enterprises “State centre for documents personalization” and “Document” to the competence of State migration service. Ministry of Interior will submit its proposals regarding amendments to the legislation in view of adoption of the new Resolution within two months – (text in bold added). Together with State Committee of Ukraine on Nationalities and Religions the Ministry of Interior will submit their proposals concerning number of staff members of State migration service. To accord their regulatory acts with this Resolution. To liquidate State department on citizenship, immigration and registration of natural persons. New provisions incorporated into the Resolution To create a commission on liquidation of State department on citizenship, immigration and registration of natural persons. To appoint Mr. Repeshko head of State migration service. Head of State migration service will approve personnel of the Service and take steps to liquidate State department on citizenship, immigration and registration of natural persons. Head of State migration service will inform Cabinet of Minister of the actions taken in this regards in 6 months. To take actions to create a department within Ministry of Interior on counteraction against irregular migration and control over adherence to passport system.
