Danish Refugee Council publishes RSD Manual for Government of Ukraine

An RSD Manual was developed and published by the Danish Refugee Council within the framework of an EU-funded project. The objective of the manual is to enhance the standard of the asylum procedure in Ukraine in particular the quality of the interviews and the consequent decision making process.

The immediate objective of the manual is to give a simple and practical tool and to provide advice on how best to deal with the processing of asylum claims.

The manual is meant to inspire and support the work regarding the interviewing of asylum seekers and the subsequent decision-making process. The DRC hopes that the manual will contribute to enhance the quality of interviews including appropriate recording of an account given by the applicant, which is an essential step in taking a qualified decision on refugee status determination (RSD). All asylum cases are judged by the account given by the asylum seeker and the general background information of his/her country of origin.

The manual does not deal with the cessation of refugee status as this procedure is not an inherent part of an RSD analysis.

The intended target group of this manual are case officers dealing with asylum cases under the auspices of the Regional Migration Services in Ukraine.

However, the manual can also be of informative use to non-governmental organisations that work closely with asylum-seekers.

This manual is designed to be an easy-reference tool for the individual preparing for and conducting a refugee status determination interview. It is also meant to provide assistance in the preparation of an assessment or recommendation as to an applicant’s eligibility for refugee status following an interview.
