| 9 June 2007 As part of the Bommoluk project the EUBAM, in close partnership with counterparts from the State Border Guard Services and the Customs Services of Ukraine and Moldova jointly developed a training course to raise professional skills and promote inter-agency cooperation among staff from the four counterpart services deployed at Border Crossing Points where jointly operated controls take place. The training course took place in Khmelnitsky from 29 May to 8 June. The training programme was developed by two respected experts contracted by EUBAM and was developed jointly, through a series of participative workshops, with counterparts. The objective of the training programme has been to upgrade border control skills in six key areas these are: Physical control of people, vehicles and cargo Travel and Customs documents Fraud recognition and risk awareness Illegal Immigration Cooperation Transit Systems As part of the development of the training programme, staff from all four counterpart services travelled on study tours to observe Border Crossing Points in Greece, Austria, Croatia and FYR Macedonia. A total of 16 persons (four from each of the counterpart organisations) took part in the study tours. The first week of the Train the Trainers event was held at the Customs Training Centre in Khmelnitsky and the second week was held at the Academy of the State Border Guard Service of Ukraine in Khmelnitsky. Four trainers from each of the counterpart organisations have been fully prepared in the six core technical areas and have been equipped with training materials by the EUBAM trainers. These 16 trainers will now cascade these courses to staff deployed at the BCPs where jointly operated controls take place it is expected that about 400 people will receive the training. It is planned that training will be delivered by joint teams from the four counterpart services and will be delivered to joint groups with representation from all four counterparts. Note: BOMMOLUK is an EU-financed project on Improving Management on the Moldovan-Ukrainian State Border. The overall BOMMOLUK budget is worth 9 mln. EUR. The funding for the first phase - BOMMOLUK 1 is 3.3 mln. EUR. This project consists of three components and it will run until no later than the end of 2007. The three components of BOMMOLUK are: Development of Risk Analysis Systems in the Border Guards and Customs of Moldova and Ukraine Development of a Joint Training Course for Staff Deployed at the Joint Border Crossings of Moldova and Ukraine Procurement of Equipment for the Border Guards and Customs of Moldova and Ukraine
